Workshop One
The Scale of Public-Private Partnerships: What Are Your Options and What Will Work Best for Your Project?
Edem Dzwakasi, Vice-President of Infrastructure, Government and Utilities, PricewaterhouseCoopers LLP

Workshop participants will explore effective strategies for determining the fundamental concerns of their P3 project. A detailed review of key factors and discussion of outcomes from past P3s will aid participants in forming a deeper understanding of the enormous potential of public-private partnerships. This workshop will offer delegates a broad spectrum of information on the different types of partnerships with in depth explanation of operational, maintenance, and concession concerns and techniques for evaluating the associated risks.

  • Examining your P3 options for operation, maintenance, and concession: Operations and Maintenance, Build-Own-Operate-Transfer (BOOT), and Lease-Develop-Operate where the public sector retains ownership
  • How to measure involvement against risk: balancing risk between public stakeholders and the private sector partners to improve risk management
  • Key factors to consider:
    • comparing the pros and cons of a P3 to traditional procurement models
    • ensuring adequate transparency and accountability and quality of service
    • addressing public concerns and implementing effective public policy
